These secondary books are available in some states and not in others, have lower offerings or sections, or have some uncertainty about their future but they are still completely safe and legal in operating states. Each individual state will have its own list of books operating, some states are much better than others. What might be -115 on one sportsbook could be -130 on another, which results in $15 less of a risk per $100 on the first book compared to the second. Always look for the smallest negative number available when betting on favorites, while looking for the highest positive number available when betting underdogs.
